The rock boarders and net fences are new along the shores of the Seven Seas Lagoon, but honestly, guests of Walt Disney World haven't been allowed full access to beach fun on the lagoon for more than a decade now. There are still a few of us who can remember swimming off the shores of Bay Lake, but many Disney fans have always had to look someplace else for their beach day.
