OK, can you use this if you WERE an annual passholder and your pass expired?

Bali, I believe you can, because that would be considered a new pass and not a renewal. Disney's policy on renewals is that you must renew before your old one expired. If you let your old one expire, and buy another AP, it'd be considered a new AP and not a renewal.
This discount though, would get you a new AP for a little less than a renewal would cost.

I have 8 "Pass Along Savings Cards" to share as well if anybody is interested. The cards can give you a 10% discount on each annual pass you buy. The discount is good anly at WDW, not for mail orders, but could save you as much as $59.00 per annual pass. You can buy up to 6 passes with each card. The APs must be purchased in person at guest services, and they must be purchased between May 1-July 31, 2009.
