Hi Kathys,
Are you travelling from the UK or US ?
I am pretty sure the free dining from the UK has finished for 2014 but as to the USA i have no clue .

Well Mr Ferret,I made further enquiries..Complete Orlando and WDW state that your vacation had to be booked by the end of November 2013...However that is for UK travellers...Now I've found out on Sunday that Disney are offering 40% off AKL and WL for this year...It would be cheaper for us to stay at these resorts than my beloved PORS...We are now considering a trip in October..Flying from Manchester...Because of school hols..It has to be in that fortnight break..However the difference in flying mid week rather than a weekend flight is huge...The dream is back on for 2014...

Hi Mandy,...thanks I did know that as I keep checking. I was just wondering if anyone from this site tracks when Disney offers the 'free' meal plan (historically...however that doesn't mean they would now).

From what I understand, in the US, free dining tends to be offered during the non-peak periods.

This link will show your the past dates of free dining so you'll notice a trend with most of time free dining being offered in very late August through a few days before Christmas:
