Is there any sort of schedule that I can check to see when the street performers will be ... well performing?

I believe they are listed on the show times leaflet that you can pick up as you enter the park.

They are on a schedule and you can pick one up at the gate..I was obsessed with Miyuki the candy maker in Japan and they told me exactly the days and times she would be in her little spot.

Yep! They're all on the times guide! You can also see the times of performances listed IN the World Showcase. Miyuke's times are listed in Japan, and the UK shows are listed in the UK (on a little "island" in the village) -- just in case you forget to get a times guide.
