My DH wants to bring Dad to Universal....He is not a thrill rider, then again, neither am I and have always had fun....Decidion, decisions...

I'd vote Universal. 
I'd go just for the Butterbeer at HP world.
Is there anything at Universal you know Dad would like? Personally, I don't usually leave WDW once I get there, I'm quite happy inside what my daughter terms "the protective bubble."
I am going to US/IoA this year, That being said I would still go with Cirque for your Dad.
When are you thinking of going? That would drive my decision. Though I would lean towards Cirque and dinner.
We would be going to universal on a wednesday, mid october..
