Not really sure where to ask this and I know weather can change. But in general those you have gone first part of March have you been able to swim?

Pulled this off of accuweather for you - I would be able to swim in this, but I'm from the Chicago area.

I went early March last year, it was hot in the day and we went swimming a few times. It was cold when the sun went down though so we needed jackets and long trousers by the evenings

Heated pools, no problem!! 
Non-heated pools, not so much.. 
and the Gulf of Mexico and Atlantic Ocean are definitely out 
, unless of course you are a polar bear or penguin
